Jakarta, 31 July 2026 - The Ministry of Health (MoH) Indonesia, through its Center for Data and Information Technology - Health Technology and Digitalization Transformation Team (Pusdatin-TTDK) and HealthAI, a global nonprofit organization focused on AI in healthcare, held a workshop on “Responsible AI in Health” on July 29-30, 2026 at the Directorate General of Health Workforce of the MoH Indonesia office in Jakarta.

This event is part of a collaboration between MoH Indonesia and HealthAI under their Global Regulatory Network, with Indonesia serving as one of the 10 pioneer countries in the initiative.

The workshop brought together representatives from ministries and government agencies, healthcare professionals, academics, and relevant stakeholders to discuss ways to strengthen the governance and utilization of artificial intelligence (AI) in the health sector. Over the course of two days, participants mapped out the AI governance ecosystem in Indonesia, identified potential risks, and established priorities for strengthening AI capacity and governance for the coming period.

“This workshop is the realization of the ministry's efforts in strengthening the capacity and governance of technologies that are capable of accelerating digital transformation in the health sector,” said Eko Sulistijo, Head of the Data and Technology Center at the MoH Indonesia.

Strengthening governance has become increasingly critical as the use of AI in the healthcare sector expands. While offering opportunities to improve efficiency and support healthcare services, the utilization of AI must also carefully consider aspects of data security, privacy protection, data quality, potential bias, risk management, and the clarity of accountability in its implementation.

These efforts align with ongoing capacity-building and AI governance initiatives within MoH Indonesia, including those driven by its AI Committee. Strengthening governance is essential to ensure that the use of AI in healthcare transformation is conducted safely, responsibly, and in accordance with the sector's needs.

Mapping the AI Governance Ecosystem

On the first day, participants gained an understanding of AI concepts in the context of healthcare, as well as the principles of responsible AI. The discussion continued with a stakeholder mapping exercise to identify the actors and roles involved in the development and implementation of AI in the healthcare sector.

The mapping revealed that AI healthcare governance requires cross-sectoral collaboration. While MoH Indonesia is responsible for healthcare regulation and digital transformation, various other aspects require coordination with relevant ministries and agencies. This includes the Ministry of Communication and Digital Affairs (Komdigi) for the digital ecosystem, the National Cyber and Crypto Agency (BSSN) for cybersecurity, the National Research and Innovation Agency (BRIN) for research development, and the Ministry of Home Affairs (Kemendagri) alongside local governments for implementing health services at the regional level.

The involvement of healthcare professionals and academics is also crucial to ensure that the development and application of AI takes into account healthcare needs and scientific evidence.

“The development and application of AI in the healthcare sector require cross-sectoral collaboration to ensure that AI is utilized appropriately and responsibly,” said Anis Fuad from Universitas Gadjah Mada (UGM).

Strengthening AI Risk Management

On the second day, the discussion focused on technical aspects and risk management. HealthAI representatives Paul Campbell and Yi-Roe Tan introduced the AI Total Product Lifecycle framework and metrics that can be used to assess the level of AI governance.

During the session, participants discussed the identification and management of risks throughout the AI product lifecycle, from the design and development stages to implementation and monitoring. Participants also discussed the application of regulations and AI governance mechanisms that can be adapted to the Indonesian context.

The workshop concluded with a baseline assessment that compared the results of HealthAI’s desk research with on-the-ground conditions and practices. This process was conducted to gain an initial understanding of the state of AI governance in Indonesia while identifying areas that still need strengthening.

Through a consensus voting process, participants agreed on several priorities that will serve as the focus of collaboration over the next 9 to 24 months. One of the agreed-upon initiatives is a training of trainers program as part of the efforts to build the capacity of both AI managers and healthcare professionals.
